What is the difference between a project manager and an owner’s technical representative?

A project manager is responsible for managing project delivery. In a fully equipped shipyard, this role is usually provided by the yard and includes coordination of yard resources, subcontractors, schedule, production activity and delivery.
An owner’s technical representative acts for the owner. The role is to provide technical review, visibility, challenge, communication and owner-side reporting. The owner’s technical representative is not the same as the yard’s project manager and does not normally assume responsibility for the shipyard’s delivery obligations.
